It still had a figurehead emperor but it was as far as i know essentially run by the generals and admirals

Well of course it posed a threat. They attacked Treasure Harbor, Guam, Midway Island and Bataan all in the same few days killing more than two thousand Americans and taking hundreds more prisoner. Would you consider that a threat to our democracy?
Japan had 2 incidents just before WW2 which meant the military got power over government.

The military killed Prime Minister and sought after Emperor to get initiative.
But, it meant the military would get initiative over Japan.
Emperor was just a puppet ruler cuz he was raised with the policy “the Emperor reigns, but doesn’t govern.” He did not have any aptly to govern without Minister of State’s autograph.
It is said that not only citizens but also even Emperor could not go against military at that time.
If people protested against war, they were called like “the unpatriotic” and they were arrested or killed by military.
So it was the military who sought after to invade other countries.
Maybe it was like present North Korea.
It looked like Emperor’s arrogant government apparently, but really Japan was governed by the military in WW2.
That was most miserable and unforgettable example that we knew what happens when military got too much power in a country.
