2-There are two basic forms of governance: Monarchism and Republic, the latter being just the nonexistence of monarchs of any type. There are many forms of republics, e.g., plutocratic, theocratic, etc., and democracy. A democracy is a republic as a chair is furniture. America is a constitutional democratic republic.

The roman empire was a Republic and with a Republic the goverment leaders gain power over time leading into a Oligarchy, there is no way a Republic can turn into a Democracy because the people are limited by law, as for the goverment and law enforcers… they will grow overtime and soon become an Oligarchy because they are not limited by the law for they enforce it.
