Congress passed the legislation anyhow, but President Bush vetoed it. There was never any attempt to make this research illegal. That would be impossible. But with laws in place to make sure that no Federal funds are used, universities and research hospitals are locked out with no funding. This assures the protection of patents and profits for the coprorate giants, who can proceed full steam ahead without competition from entities whose discoveries might wind up in the public domain. Free enterprise always works best. . . . especially when you have powerful friends in low places.
