The further you move the money away from the problem the less money that actually goes toward the problem.  The problems the federal government is trying to solve could be better solved by allowing the individual cities to take care of the needy so that there can be better fraud management, and so the people can have more oversight to insure the money is being properly spent.</p>
<p>Can any of you liberals give me a good reason why keeping the money closer to the problem is a bad idea?</p>

I am not sure if this is the proper answer to this question as I don&#8217;t believe it effected free speech.<br />
UPDATE- The bill of rights only extended its protections against laws passed by congress. The fourteenth amendment was what extended these protections to state governments, &#038; even then only certain aspects of certain amendments.<br />
 Their WAS a supreme court case that resulted in the incorporation of 1st amendment free speach &#038; free press.</p>
